I installed a 40gb maxtor, and it reads it only having 1.47gigs left. I haven't installed jack on here. Was it because in the beginning when I installed win 98, I accidentally hit no for an option that is said to have been workable w/ a larger hd? If this is so, what should I do? Should I reformat? What are some good tools for reformating?

not exactly sure whats going on there... but id try re-partitioning the drive with Fdisk then formating it with the normal DOS Format command

sounds like you didn't say yes to large disk support when using fdisk & so your probably using fat 16 instead of fat32 with it's 2 Gb partition limitation.
you'll better start again by first deleting all partitions with fdisk!

What bacillus said,

Make sure you partitioned with full disk support under FDISK.

Yup, the partition is FAT16 which supports 2GB at most, go back into fdisk say yes to enable large disk support, delete the partition and recreate it.
