We're talking about a FEMA run by friends of Bush, there are no real decisionmakers in FEMA that have any experience helping in disaster situations, these are all people who, like Bush, selectively throw money at problems without any thought for the results. A responsible organization would have very little actual money going into the hands of the refugees from Katrina, they would have pre-paid for hotel rooms, given out food, clothing, and transportation vouchers, they would have worked to not throw $1.4 billion down the drain in an effort to quiet the critics when they originally screwed up in post-Katrina Orleans.

FEMA is an embarassment.
