Finally finished my cooling a couple of days ago and here are the specs:

I'm looking at this card because of the noise ratings and overclocking. The 8GB on the card is also a nice option. It should bench higher than the rtx 2070 and the fans should stay fairly quiet...
Looks like my budget is up to $1000 now. I've been researching AMD quite a bit through reviews and benchmarks and the consensus is the drivers are extremely flaky. I went through that before with the 5870 and do not want to go back to those issues.
