Apache for Windows works perfectly well. If you don't mind the textfile-based configuartion, it really is the best way to host since it is actually quite versatile (allows virtual hosting and whatnot)

GTE as both an ISP and a line carrier is excellent. I lived on Kelton and we were only 1000 ft or so from the base I think.
Also, GTE doesn't use PPPoE. However, they do only offer one IP, and they won't let you know that they charge an "Internetworking Fee" of $17.95 for extra IPs...
The tweaks really don't help that much, but I guess if you're trying to squeeze some extra juice ...

I also hear Adelphia is bringing cable modems into Westwood. If you don't want to pay the phone charge that's not a bad idea as well. GTE/Verizon is pretty damn sneaky about 'extra' charges.
PPPoE = PPP over Ethernet

Earthlink is OK. The only thing that kinda annoys me is that they use PPPoE, which I think is a bout of laziness. The 8bytes per packet probably doesn't do THAT much damage, but when you're a bandwidth grinch like me you wanna try to save every little byte. =)
Gayley is GTE domain. GTE will be your line provider, and I recommend you get GTE as your ISP as well. You are really close to the base (~1000-1500ft) and will get excellent xfer rates to UCLA servers. (~90k/sec) Except the dorms, damn that stupid upload restriction.
At about 1000 ft from the base, we were getting an average of 60-70k/sec on GTE's 768/128 Bronze package. Depending on the other side, sometimes it could peak to 80-90k/sec.
BTW, we were using GTE lines with GTE as our ISP. Well, now Verizon. Whatever.
Sometimes the network card freaks out and you have to swap it to a different slot. I had occasional problems with my POS NIC locking up on me with a hardware IP (169.xx.xxx.xxx) I would just take it out, pop it in another PCI slot and it would work fine. And this is with a BX6-2 motherboard...
