I've just gone through a bit of a mess in installing and uninstalling a few VIA drivers.. now I only have the VIA miniport driver and IDE performance drivers installed.. Somewhere through the whole process my second IDE controller got removed though, and I have no clue as to how to detect it...

I used to have a Diamond Viper v550 (tnt first generation) running on my p2 400, and it ran at 1024x768x16 just fine. Be aware that a decent amount of ram can also help performance in CS, especially at the lower amounts.
