Regarding the possible driver issues. Is it possible that AMD put the vast majority of its coder into the ROCm development (link to German article about it) so they get it ready for Radeon Instinct? So my theory is that they left the driver development alone when they had a working but...
This "Pioneer" is one of the first customers with a Vega FE in his hands. The link is showing all the posts he made at wccftech with screenshots of GPU-Z and apparently he wants to run some benchmarks as well.

I agree, your naming scheme sounds better but then you would have the problem with the three 12 core CPUs. You would end up with 1960X, 1960 and then something like 1960X+ when the third number is always equal to 1/2 the cores.
German retailer Mindfactory is showing how many processors they have sold and it basically confirms what the article is saying - 1700 is the most popular (with the 1700X) atm but the 1600 is catching up fast.
