I had a similar problem that was solved by re-flashing (with a different version) the bios of my mainboard. Check your manufacturer's website and see if anything like that has been reported.

G19, you're the man! It's H9'Oh' instead of H9'zero'! Which means that this card is infact manufactured by Hauppauge...fcc search doesn't recognize the second part of the ID, but at least I've definitely got a lead on it.
