Lite-On FS020 Chenbro Genie Supermicro 760P4 All have an 'open' motherboard area. My favorite being the Genie, because of its cooled (92mm) 5 x 3.5" bay. The others only fit 2 or 3 3.5" drives. Genie 1 Genie 2 Genie 3 The 120mm's are kinda nice too :)

90 within 30 days? Thats a pretty tall order. A good paint job takes many coats plus the time it would take to prep the cases. Unless you want black of course, plenty of those out there :)

Here's the last Xeon I built: Dual 1.8Ghz Very nice system! Dual Xeon will run ya about $300-$350 more than a comparable AthlonMP system. So I don't think its that much more expensive, but thats just what I think. Is the extra money spent to get the benefits of a dual Xeon worth it to you?

I usually use the 21dBA Vantec Sleath or 19dBA Papst... but that's not going to help you if you want to overclock :D This fan caught my eye: 4200 RPM, 53 CFM, 39 dBA Has fairly good specs.
