NT 4 has a limit of 8GB on the C:\ (or Boot) partition. If the boot partition > 8GB NT will not boot. If you have SP4 or higher you can have other partitions larger than 8GB but not the C:\.

There should be a setting in your BIOS to enable "USB Keyboard Support". After that is enabled you can use the keyboard in DOS, windows safe mode, etc. when windows USB support is not available.
