Like others are suggesting, that PSU is rated at 80PLus. If its a bronze than your able to pull no more than 360-369 watts. That being said you may also be on the low side of you 12v requirements. Because it can run doesn't mean its not bending to the point of breaking.

OpenELEC on some older hardware. Newegg has some good deal on refurbs under $100 shipped. You really can't beat all the plugins for XBMC/KODI.

I had something similar, turned out to be bad Caps in the PSU.

ophcrack or Offline NT Password & Registry Editor are great for resetting passwords.

Check the Caps on your Mobo for swelling/leaking. If not I'll bet its your PSU
