I'm not sure if you could find a bios editor for the 4200 anymore or what options it would have but there is usually a option to set the fan speed in the bios. This is fairly advanced and you really shouldn't do it unless you don't care about losing the card.
While it's been awhile since I've looked at this specifically I'm pretty sure that you can't really tell where the sound is coming from(infront or behind) to compensate for this you subconsciously turn your head a very small amount which allows you to pinpoint where the sound is coming from.
From what you described it seems like the only problem is that you aren't installing it securely. It could just be that your motherboard connector is just worn but make sure you push it all the way in(if there is a latch it should snap shut) and that you screw it in tightly.
What OS is this occuring in specifically. I'm assuming it's XP or 2000. You say that your keeping it for the programs that are on it. If you only need the programs just boot into your new install and run the programs off of the D drive. That should work fine for all if your programs. If not just...
