Oops...AMD 3000XP 400 fsb

I just finished building my Comp., but it won't boot up. It will run POST but it takes a very long time. I can get into BIOS, but only after a long time. It doesn't have an OS yet, but I tried to boot XP and it says " booting from CD" but it never does. If anyone has any ideas please help...
