Maybe, the cpu is knackered, but im not sure. I have had a similar problem where my motherboard and CPu were both fried. I would say test the cpu in a mates motherboard and go from there.

Try comparing the system files on your cousins pc with that of another win200 pc, by pluggin their hdd into another pc as a slave and browsing it in windows. If u discover what is missing, simply copy the file back from the other hdd.

Send the mobo back, or if its old or something, just buy a new one. You can get them dead cheap nowadays, $50 or $60 / £40
