C Drive versus External Hard Drive

If I transfer a "program" from my C drive to my external hard drive and then remove the same from my C drive (add/remove programs) is that program still accessible for full and proper use?

    Equivalent in time?

What would be the equivalent ratio of time (minutes) to bits for sound & videos files? Separately, would wav files and video files have different ratios? If so, a video with sound would it double the ratio? Hope the way in which if stated my question makes sense. Thanks for any input.

    Video & Photo storage

Is it possible to use the hard drive from my old Compaq pc with Windows 98 which I no longer use? Naturally I'd have a tech person install it, as I'm sure Windows 98 would have to be removed and Windows XP installed first.
