Adaptive Vsync is more of a software feature than something built into hardware.

the first card you posted is Fermi, nothing more than a re branded GT 430

as far as I can remember adaptive vsync is 100% software, it's just vsync turned on if the target rendering frame time is being achieved, and automatically switches off if not, and back again when possible.

it's not something like Gsync which requires Kepler+


the second card you posted seems to use GK107 which is a lot better than GF108, but in this case with a little more than half the memory bandwidth...

between these two, I would probably go with the GK107 card, but it might struggle in some cases to beat the other, it's hard to know without any testing...
but the price looks to high, you can get much nicer cards around the same price.
