which country are you from ? at what price are you getting these cards ? The R9 280 is the best choice for 1080p gaming with its 3GB VRAM. If its only a choice between the two I would advise a HD 7870 as GCN is faring very well in recent games compared to Kepler. HD 7870 is on par with GTX 760 according to this test of 10 AAA games released in 2014.

Spend $20-30 more for an R9 280 or buy a used HD7950 925mhz+/ 7970 / 7970Ghz. At this point I would only get an HD7870/660Ti for $110-120. You might want to wait 20-30 days for 960 to launch as it might force some nice price drops on 280/280X. You really should aim at a 3GB card in 2015 if you want to keep it for 2-3 years.
