pc reboots after clicking the following site, and the year changed to 2000:

is it a virus site? how do i prevent this?

If you're not ready to try a non-Administrator account (even after having your PC molested like that), then at least start with steps 3 (upgrading to Microsoft Update and running an update), 5 (checking your system for vulnerable third-party software), and 6 (fully enabling your Data Execution Prevention).

I'll post back with any findings on the suspicious site.
 
I didn't find out anything definite. One possible danger is "badvertising," malware embedded in an advertising banner which may be on rotation, and therefore sometimes present, oftentimes not. Keep your guard up 🙂
 
I tend to browse the web (especially when stumbling or going to unknown sites) with sandboxie ( http://www.sandboxie.com/ ). This protects windows users from a lot of browser exploits. Combined with not running files from people you don't know, it really improves security.
