These are the straight photographer to client prices, no agency involved. Of course, like anything else you can only charge according to the norms for your local market, but in this case you're dealing with a government agency and they are notorious for not exactly pinching pennies when it comes to the taxpayers' money. Don't get worked up too much about how much you charge for this first set of pictures, one important aspect to keep in mind is your future relationship with them. Make sure to browse the kind of photos/posters/etc. they're selling now and maybe use those as a place for ideas. Over time they may stop selling certain pictures in lieu of newer ones and so maybe you can start taking new pictures to replace some of what they have now. Just an idea btw.
