ZipZoomFly Return Policy

I'm a bit confused about the return policy and whether they will exchange faulty products.

I'de like to buy the following:

Its OEM

Their policy says:

"ZipZoomFly will not honor requests for exchanges under any circumstances"

For example, if I receive a dead product (or a product not working properly through no fault of my own), does that mean I can't get an exchange? That would mean that ZZF could get a 15% restocking fee for faulty products since a refund would be the only other option.

That doesn't sound right.

Anyone have experience with exchanging faulty products? Does the same apply to OEM products?

 
I was able to get a replacement for a dead motherboard through them once.

It was not a very good experience though. It took them about two weeks to get the replacement back to me after they recieved it.
