ZEROtherm CF900 92mm CPU Cooler question.

I have a ZEROtherm CF900 92mm CPU Cooler on a Q6600 with a GA-P35-DS3L.
According to Speed Fan my RPM's range from 400 - 750 and my CPU temps from 48 - 59 C.
How can I force the fan to hit it's top listed RPM's spec's of 2000+ ?
Before I try to overclock my Q6600 I want to get my temps lowered.

If the fan was spinning that slow you would notice it and the temps would be much higher. As it is the temps are fine. But check your bios to see if the fan speed is being limited. But i'm pretty sure its not and Speedfan hasn't been calibrated to read the fans right. You may need to check the settings and adjust the multiplier used by speedfan to read the fan speed.

Just now I brought my system out of hibernation and watched the CPU fan. It didn't start spinning at all until core 0 hit 45 C.

What would happen if I removed the CPU heatsink fan connector from the CPU motherboard header, then attached an adapter, then connected it to a 4 pin molex running directly from the power supply?
Wouldn't that make the fan spin at it's max abilities?
Connecting my case fans to the power supply instead of the motherboard fan headers makes them spin at a constant fast rate.
