This guy has it totally wrong. He still needs a traditional internal combustion engine but then he needs to route the CO2 emissions to another engine that converts the CO2 into clean dense oxygen. Then he can route back to the internal combustion engine. Blingo bango!

Nah, what he needs to do is adjust his catalytic converter module to take the hydrogen out of water and add that to the carbon's nucleus to create oxygen. Thus CO2+H20=2O2. Bam, only oxygen emissions.
