Question Zen 2 Static OC & Effective Clock shown in HWinfo

My Ryzen 3600 is OC-ed to 4.4Ghz static core clock in BIOS and in Windwos in HWinfo I see constant 4.4Ghz in the Core Clock section, but under that section the Effective Clock is showing variable speeds from as low as 4.3Mhz in idle to 4.400Mhz in full load.

Does that mean the the CPU is actually downcloking himself (using Cool & Quiet? which I have on even with the manual OC), even though it has a fixed OC?

Voltage and current are also raising or lowering based on load, so that must be it, right?
 
Voltage and current are variable based on the instructions used. To take two extremes at the same clock NOPs naturally need much less than AVX2 instructions.
