I would assume it does... Though, I wouldn't think they would as most people don't want there VF-700 on their videocard forever...
 
According to their website it does come with adhesive tape for ramsinks. Actually, mine is on it's way right now, so I'll find out for sure soon.
 
Yes, pre-equipped with tape. It's not much effort to remove them, either (though they will definately hold on when the card is upside down in the tower case).
 
I was having trouble prying them off a card, so I used the gf's blowdryer and they came off no problem. They are still 100% useable.
 
Sounds good, think I could take some of tape of and some AS 5 on?

Any ideas on how to remove my Heatsink on my PowerColor X800XL? Other than use physical force...

Hmmm... Mine came off rather easily, which leads me to think it wasn't on very well to begin with. I just unscrewed it from the bottom and it pretty much fell off. You can try a blowdryer and some gentle twisting action.
