ZALMAN CNPS9700 fan not spinning very fast

the fan in my ZALMAN CNPS9700 is not spinning very fast when plugged directly into the motherboard... tried plugging in the fan controller that comes with it and on high speed i have to push the fan with my finger to get it going and it stays spinning slowly... it is faster without the fan controller but not as it should be

what can i check to see what the problem is?

motherboard is GIGABYTE GA-P35-DS3L and cpu is Q6600

in bios you prob need to change the fan control setting.
i have same fan with gigabyte p35 DS3P mobo and i needed to change the fan settings.
in the pc health status/smart fan control mode
it should be at auto default but change to pwm and it should spin faster.

I seen this also and changed my bios settings. I noticed it when I lapped the HS and installed it the fan just turned very slow and I mean very slow like 200rpms. I had to raise the setting to keep the fan running. But you can just turn off the warning and shutdown but then it the fan dies you will not know. Mine is set to run very slow for noise and under load it goes up. When stressing it goes up to Max. But I am overclocked. Its all in how you want to set it up.
