I just put together a new system tonight using this CPU heatsink/fan.

I didn't hook up the fancy remote fan control thing; i just plugged it into the motherboard.

Now to my great distress, the first several times i turned on the computer, the fan did not come on!?
The LED glowed nicely, but the fan didn't run at all.

Now the last few times it's been running as soon as i start the computer...is it normal for the fan to not spin sometimes though? Is that what the silent mode is?

As far as I gather from my 700Cu, the "silent mode" is where you use 5v instead of 12v, causing the fan to spin at 1,350 rpm instead of 2,650rpm. It should spin all the time, regardless of which voltage you choose.
You don't have a smart fan option turned on in BIOS? do you?
That would make the power alternate from on to off to the plug.

My guess is either the fan is broken, the plug does not supply power or you've got the smart fan option enabled.

But if the LED turns on, it's probably either the fan is broken or it's smart fan.

Do not run it without the fan mate, ur fan will always run slower.

Things will go worse if u have turned on Q-Fan or Cool and Quiet technology.

Ahhh...not good.

I thought something was certainly not right...

I did hook it up with the dongle thingy, & it's still acting up.

In the bios, any fan throttling stuff is set to disabled, & of course i have Cool 'n Quiest off...so i guess it's time to get another one already...
