What:I have a athlon 64 2800+ and vnf3-250 that can do 2.4gz OC with stock cooling and default vcore.

Problem: When doing 2.4ghz, my stock fan gets LOUD! I mean, my hearing went numb after a few minutes; that's how loud it was. At IDLE: 42C LOAD: 55C
I have an Antec Performance II case with 3 case fans(one in front, two in back)

Solution: I need a new HSF. I was considering the zalman 7000cu or thermaltake silent boost.
Money IS an issue. I am willing to spend 40bucks total That means 30bucks hsf and srtic silver 5 or a 40dollar hsf and no artic silver.

I HAVE searched these forums for advice, but found nothing conclusive. I've heard arguments for both HSF and have researched them both but am still undecideded.

Therefore, I would like some advice. Now that my SPECIFIC issue is known as well as Temps with the STOCK fan( so temp improvements can be gaged properly) and noise conditions, I hope to find the most effecient and economical solution. As I've said before, money is an issue so i would like the best for my money.

that said, I'm looking for:

-40bucks range
-Lower noise than stock
-Better cooling than stock
 
Here's what I'd do. I would run stock speeds (it's not like stock is going to be terrible), and ask for water cooling parts for the holidays...assuming you are of age to get gifts 😉 Unfortunately I am of age to be shelling out gifts and not receiving.
 
LOL, well I'm 18. I would'nt want to spend 200+ for a solution that could be had for 40bucks. I purchased this computer upgrade myself(i know, not a big deal but..). which was 230 for CPU and MOBO. after all expenses camout to 400+ bucks. I had a budget of 200bucks mind you. For Xmas I was plannng on getting one of those 150bucks flatscreen Nec diamontron monitors. In addition, when OC'd this chip REALLY comes alive. SO fast, it's crazy.

Water Cooling sounds nice, But too expensive if you want a quality one. Right now My computer is set back to stock.

Second vote for Cu or AlCu, at lowest speed w/ fanmate it cools better than stock fan at highest setting. HTH.
 
Go for either the Zalman 7000 AlCu (the Cu version isn't any better) or the XP-90, the difference is very small. If you get the XP-90 you should probably get a Panaflo L1A fan.
 
Forget the dB specifications by the manufacturers. Every manufacturer uses a different method to measure the fan noise so they can only be used to compare fans from the same manufacturer. The Panaflo is pretty much the quietest 2000 rpm 80mm fan.
 
get the 7000AlCU; works well and is cheap. Don't get that thermaltake... whatever you do. I had one, and the panaflos are MUCH better...
 
Zalman CNPS7000B-AlCu. Exactly what I have. Quiet, Fan Mate 2 can be installed on the outside of the case due to longer cables in the B version, great cooling even at lowest rpm speed. I'm using my Zalman at 1800 rpm and I find it a perfect compromise between cooling (I'm running a 3200+ OCed to 2.4 GHz) and low noise level. I prefer the lighter AlCu version to the heavy copper monster myself. Almost the same cooling capacity but clearly lighter.
