My plan is to use the on/off charging capabilities for my ipad and iphone on s4/s5 power modes.

Your case USB should already be plugged into a mobo usb port.

The usb 3.0/2.0 works fine for data transfer, but the charging does not work when the pc sleeps or is off (s4/s5 mode).
