Seems that Linux (mining, at least, but I don't imagine that DC work is going to be that much different) has a limit of 15 GPUs.

Windows 10 can handle at least 19, it appears.
 
He did not say whether it was the kernel, or the (closed source?) drivers, or the (closed source?) mining application which imposed the limit. Although that information would have been easy, if not trivial, to come by. First step: lspci -v.
