youtube "high quality" question

why is it when I upload a video in HD or otherwise high quality it only plays in the standard crappy quality initially and only somewhere down the line does the "view in high quality" link shows up? Using &fmt=18 or 22 in the URL doesn't change the quality initially either. Only time passing by allows it to work. Anyone know the rules behind it... does it make the HQ version available only after a certain amount loads or is it simply taking more time to process the HQ version and the link shows up when it's ready?

Probably the latter. I've never uploaded a HQ vid so I can't really help you.

I would like to know why if I send something in a widescreen aspect ratio, it shows it in a widescreen window with black bars on the sides
