The problem here is that the foster parents are receiving a check from the government to do this good deed. Not so selfless an act when cash is involved. If I was hiring someone to look after my own children I would not hire a smoker, so as a taxpayer i would not hire someone to watch someone elses kids who smokes.

Second-hand cigarette smoke is only a cancer risk if it's in truly massive concentrations for extended durations - bars, for example. A pack-a-day smoker is a non-issue.

However, cigarette smoke is disgusting, can severely aggrivate lung tissue leading to a variety of non life-threatening but unpleasant medical problems, and worst of all, shows kids that it's okay to smoke.

Remember, England has a socialized healthcare system. Even with the high cost of cigarettes (it's something like $10/pack), a smoker's eventual healthcare needs will cost the state a fortune.

Wow. I don't even smoke inside. If I did and I had kids, I'd only do it in my bedroom or office, somewhere where the kids aren't allowed. This is one of those cases where common sense should be common enough so that such a ridiculous law isn't needed.

Well smokers can just smoke outside so the kids won't develop cancer, but same-sex couples will inevitably make their kids catch teh gay.;)

Even if they DID take good care of the kids they could come out ahead; if they cared less they could do pretty well. And don't forget the tax writeoff...

Because raising a kid is all about money, right?

I know we live in a day when everything is all about money but it sickens me to a great degree that you'd think the cost associated with raising a kid is the only thing parents have to deal with. And I don't/won't have kids.
