If I was hiring someone to look after my own children I would not hire a smoker, so as a taxpayer i would not hire someone to watch someone elses kids who smokes.

Actually they could pocket a fair bit if they're thrifty.
Even if they DID take good care of the kids they could come out ahead; if they cared less they could do pretty well. And don't forget the tax writeoff...
