I always think it's kind of a cop out when they choose multiple/a group of people, but they're not wrong that the group has had a big impact.

Trump has much greater impact. #metoo, while important, is limited in scope.

At the same time, I think Time knows that having Trump on the cover would have both stirred controversy and given Trump the wrong idea.
