Your own private iCloud?

Is it possible to take advantage of Continuity, file sharing, and other things by using your own private "iCloud" rather than Apple iCloud?

Yeah, you just need to build a server. It can be a local machine in your own home network. Ideally, it should have terabytes of hard drive space for storage. Any device connected to home network will be able to download and upload files.

BUT if you are talking about cloud the likes of google and amazon, well, you will need to spend millions just to build your internet infrastructure so upload/download speed does not get congested.
