How do you rationally get this headline from Bush's quote?

Geez.

Bush Claims Progress in Search for Saddam
Wed Jul 30,11:14 AM ET Add White House - AP to My Yahoo!

By TOM RAUM, Associated Press Writer

WASHINGTON - President Bush said Wednesday the deaths of Saddam Hussein two sons marked progress in assuring the Iraqi people that the old regime was gone forever, but said "I don't know how close we are" to finding the deposed dictator.

"Closer than we were yesterday, I guess. All I know is we're on the hunt," Bush said at a news conference in the White House Rose Garden.

"Sonar, and Satellite equipment fail to find Nessie".

This was the heading on Yahoo news. The heading implies that "Oh Nessie exists, but all of our modern equipment can't find it". I think the heading should have said something like "Nessie mystery solved. Turns out nothing".

So misleading.
