Took the brothers a while to finally come around and realize that a communist utopia will never happen unless you have a strong capitalist society to pay for it all. Of course Raul Castro intends to maintain Cuba's current system and just initiate limited economic reforms... but i think once people stop relying on the governments teet and get paid more than the government's $20/month salary... the people may come around.
