I can't post images in Off Topic or anywhere else unless I use an external image hosting website so I can post the URL for it. You are supposed to be able to do this as indicated below from the Anandtech FAQ:
How do I add an image to a post?
If you have uploaded an image as an attachment, you can click the arrow next to the 'Attachment Icon' and select it from the list. This will be inserted into your post and can be located where you want it displayed.
To include an image that is not uploaded as an attachment and is located on another website, you can do so by copying the full URL to the image, (not the page on which the image is located), and either pressing the 'Insert Image' icon or by typing
after it, ensuring that you do not have any spaces before or after the URL of the image. You can insert pictures from your albums (?) in this way too.
So, as best I can tell, in order to post an image without using an external image hosting site I need to be able to upload an attachment and that is not an option open to me and I don't know why. This is not a new issue as I've come across this before, but I figured I needed to figure out why.
The only way you can post an image here is to use an external site. Click on the image icon in the reply box and insert the url for your image. Members cannot post attachments.

You cannot upload an image as an attachment since we don't have attachments enabled.

That is exactly what you need to do.
The FAQ contains stuff to cover all situations. We don't have all things enabled for a lot of different situations. Image posting is just one.
