Well lets see, the mods choose the elites. The mods are users who wind up with the volunteer position. I'd say the users do, even if its a tad bti indirectly.

I said it before and I'll say it again, Isla deserves elite. She's nice, helpful, funny, and she does a lot more for the board than most people by just providing some good discussion points and some funny conversation (foot massage comes to mind )
