Can't say i have. What is waiting 10 minutes suppose to do?

It's a common saying in places with less well-behaved weather patterns.

It's supposed to be enough time for the weather to change. i.e. sunny -> thunderstorm.

Yes, I've heard the saying and I happen to live in one of those places where the weather can and does change quickly. Today, for instance, we were sunny all day, then we had a downpour, now it's sunny again and extremely humid. It was the same way in FL. The weather is very unstable here in the South.

10 minutes is too much time.... seems here in Ohio we're down to 5 minutes or so.

Here in the Willamette Valley in Oregon, there's a very popular saying:

"If you can see the mountains, it's going to rain. If you can't see the mountains, it's already raining."

Well, here in BEND, we have a saying to! Somewhat less prosaic, though:

"It's always sunny. All the time. It never stops. Gods, why won't it stop!?" Or, err...something like that.
