London (England) - The government is proposing a plan that would lock up all Internet access for users who are found to be illegally downloaing music and videos.

Britain "will move to legislate to require internet service providers to take action on illegal file sharing," according to reports from the government attained by news wire AFP.

The government has reportedly set the new law into motion by putting its proposal on "Green Paper", the first step to adding legislative changes to the country's code of law.

The proposal suggests a "three strikes" system, where the first time a user would be warned via e-mail to stop downloading copyrighted content. The second time he would face a temporary suspension of the Internet connection, and then as a final action would face a total blackout of online access.

The Green Paper proposal will be published next week.

If you think this has a chance of becoming reality, you're more loopy than our government. It's just their way of trying to apply pressure on the ISP's to sign up to a voluntary code.

That's pretty brutal, but many American ISPs already do this. I know for a fact that Cox Communications has a 3 strike rule before a permanent ban. The only other option in the area was dialup :p

The way the article was worded makes it sound like your flat would be cut off from the internet completely, but I believe the ISP just has to shut down the account (ie you can open a new account with a different company - there's nothing to prevent you from going dialup or even satellite, or maybe even other cable companies if they're available)

Stupid politicians should be trying to fix the real problems, not this. On the other hand I want to know where they got the statistic of 6m illegal downloader?s. 60.7m people in the UK of which 40m on-line and only 6m of those have been illegal at least once, yeah right.

True. We also need a government agent in every household so people can't copy songs from tape to tape, or cd to cd and god forbid copying a dvd. You are absolutely correct M0R0NI, the government does need to step in (to your house and watch you every second).

So first offense I get a stern talking to, second offense I get a time out and third I'm done with the net.

As opposed to America where they dont shut down my internet, just fine me 1.5 million every time I do it?

I think I like the rules over there better.
