..not any more ridiculous than changing the parameters by which you grade SOL and SAT exams, then have the Department of Education use the inflated scores to argue that public education is improving given the improvement in the pass/fail rate. :)

I remember in elementary school the grades were, A, B, C, D, "U" for "unsatisfactory". It wasnt until middle school that they'd give an F. I always thought it was cause little kids would cry if they got an "F"
