Don't have it. Instead form something like the old CWA and CCC. There is enough decaying infrastructure and public works that need to be maintained. A reworked welfare program could be integrated into this, giving people who can work something worthwhile rather than a handout. Scholarships for college, health care supplementation, all sorts of incentives. There is no shame in honest work. If it's just sweeping the streets for a while, or digging ditches maintaining roads, there are many things worth doing waiting.

Not a bad idea, but perhaps a Skills based training program as well. There are a number of Technical skills in demand that few people pursue, that also require some Education for. There's also high demand for Truck Drivers in many places, that require training and are good paying generally.

That could be part of the incentive. Education as a perk.

if you aren't getting a 4 year education, mandatory service wouldn't be entirely unreasonable. BTW service is definately not military service.

I like the concept but I wouldn't preclude people from choosing longer terms in the Guard or Reserves.

Many European nations maintain a mandatory public service program, with young adults given the choice between public service or military service.

I am actually a strong proponent of mandatory service for young adults, as I think it would provide a catalyst for improving many of the social problems in this country...ensuring that subsequent generations, regardless of race, social or economic standing, have an opportunity to serve their country and particpate in something greater then themselves.

Mandatory social service would definatly get in the way of my plans for world domination. :evil:

Seriously though, dealing with civil servants is enough of a PITA now. Could you imagine having to deal with people that don't want to be there in the first place. Kind of like someone spitting in your fast food, but it's actually your retirement account.
