Basically the rule of thumb for the spring pre-emergent is to have it on just before or when the Redbud trees are blooming. Its suppose to incorporate into the soil and usually does but if you had lots of rain it could have leeched out. I've had good luck with the crabgrass pre-emergent which goes on in the spring.
But...remember,pre-emergent won't kill the weeds that are already rooted in the ground and are just waiting to emerge to go again after last season--you still have to spray those. All a pre-emergent does is kill and/or sterilize the weed seeds that are laying in the soil so they can't emerge. That's why it can easily take two seasons to kill off crabgrass. Thats why its not recommened to put down pre-emergant over newly seeded grass.
