Three suggestions to try:
1. Uninstall any specific mouse software (i.e., Microsoft Intellipoint, etc.), reboot and test. If the cursor now behaves normally; reinstall mouse software/drivers and test to see if the problem returns.
2. If it's a USB mouse; power off and connect a PS/2 mouse, disconnect all peripheral USB devices, boot up, then use the PS/2 mouse to uninstall all USB devices under "Universal Serial Bus controllers" in Device Manager. Reboot and Windows will reinstall all USB devices. Reconnect USB devices and test if the mouse cursor behaves normally.
3. Malware is also known to cause this type of mouse cursor behavior. Scan with Malwarebytes and if the problem still persists try runnning ComboFix.
