Yet another ebay question, cancelling international BIN?

I have upgraded my file server couple of months ago and I have put all of my old hard drives on ebay in a "Buy It Now" listing. I prefer BIN because I don't like dealing with non paying bidders and having to wait almost two? weeks before I can relist the item. I thought I was safe doing Buy It Now, apparently not. The last hard drive has been "purchased" by some dude in Netherlands. I have no idea how because I'm pretty sure when I created my listing I said I only ship within US, and I also have no idea how the dude has been able to "purchase" it without immediate payment. So far the guy did not pay yet, he just requested a total invoice. Huh? How was he able to do it when I set it to Buy It Now with immediate payment?

So two questions.
1. How the hell did this happen? How come some dude from Netherlands was able to "buy" my hard drive when I only ship domestically. And two, how did he avoid having to pay immediately and request an invoice instead? Did I do something wrong when I listed my hard drive?
2. How do I fix it? I have no intention on shipping the hard drive internationally. Too much pain in the neck. Can I cancel somehow since the buyer is clearly outside the US?
