A cop is part of a sting for catch drug buyers. He knows there are undercover cops as part of the sting. He skips the pre-sting briefing where everything is discussed.
Then during the buy, he walks up to the car, opens the door, and just starts shooting the drug dealer (ooops, it is an undercover cop) inside multiple times. Continues shooting while the undercover cops tries to crawl away while pleading for him to stop shooting. Cop keeps shooting until his clip is empty.
So he ignored all standard police procedures
Worked with him for 2 years, yet just opened fire.
No weapons drawn or visible, just opened the door and starting shooting. Just another great cop obviously.
To top it off, the other cops had no problems not shooting anyone:
Of course, the city is totally defending one cop, and guess which one it is? Yup, it's the shooter, not the victim. City says nothing wrong, we are investigating.
How is this cop a lieutenant? Disregards all policy, ignores pre-sting briefing, yet walks up and opens fire for no reason.

There was the fact that Brachle knew Detective Jacob Grant was involved in a drug buy last January, a sting the superior officer walked up on while Grant sat in an undercover police car. There were Grants clothes, an outfit specially worn according to a safety protocol to prevent friendly fire incidents. Even Grants position in the carbehind another undercover narcotics agent in the drivers seatwas to signal to other officers that the two men were cops.

But most damningand the most confusing part of it allis that Brachle and Grant were well-known to each other. For nearly two years, they worked in the narcotics division of the department.

Brachle went against protocol by approaching the drivers side of the car Grant was sitting in. The lieutenant again broke the rules when he ripped open the door and started firing into Grant, alleging without offering a single hands up, or freeze, according to the complaint.
Brachles actions were called overzealous and aggressive, in Grants lawsuit. Another way of saying it might be that Brachle went John Wayne, swooping into a situation he apparently knew little about, guns blazing. Even if Grant wasnt a cop, Brachles alleged zealousness to fire on a suspect presenting no apparent threat would be disturbing.
Brachle first put two bullets into Grants torso at point-blank range. The detectives body slumped over in the back seat. Brachle then fired seven more times as Grant tried to crawl away.
Please stop shooting, the detective pleaded as the lieutenant kept firing.

Perhaps worst of all, as Brachle shot his fellow cop, the two suspects in the drug bust were busy surrendering peacefully to officers on the other side of the car.
