Still not sure about this, I would assume the music is licensed to a DJ and that DJ could play the music at a venue which I assume would cover a rally.
However it doesn’t change the fact it’s tacky to use music from an artist who asks you not to use their music.

This makes sense to me. I have no idea how the system works, but it seems like this would be handled by a contractor. Security, sanitary facilities, food service, temporary fencing, equipment rentals, all that kind of thing I would assume is subbed out. You call the company, tell them what you want it, where you want it, and what day you want it there. Who would even think to ask if any of it was stolen?
