First two things:

1) Is there any way for me to update my BIOS so that the RPM sensor on my motherboard doesn't read speeds like H428 or B361 from my YS-Tech adjustable fan??? It's driving me nuts because it causes my BIOS to stop during start up sometimes!!! 🙁

2) Would upgrading to 512 MB of Corsair PC3200 C2 cause my system to be more stable when I use a 400 MHz setting for my RAM? I'm currently running PC2700 Kingston Value RAM which will hit 3200 with timings like 3-3-3-7 or whatever.

You can run memtest86, every test and CPU cache always on, to make sure your memory is completely stable. The Corsair is guaranteed to be stable at 400DDR with better timing for a small performance increase, but I don't know if the performance is worth the price. Sorry I can't help with you fan issue.
