3.0 means +1 standard deviation. Only the top 16% of students will have a grade higher than 3.0, so it seems reasonable (IMO) for these students to be given top priority.
You can calculate roughly how many students will have what GPA by looking at Z score values.

4.0 GPA = +2 or better Z score (top 2.3% of students)
3.0 GPA = +1 Z score (top 16% of students)
2.0 GPA = 0 Z score (top 50% of students)
1.0 GPA = -1 Z score (bottom 16% of students)
0 GPA = -2 Z score (bottom 2.3% of students)
What are you basing this on? Universities around here have had the same low tuition for decades and it hasn't gone up.
Using standard deviation on a 4 point system is fail.
Most 3.0 GPA students today are fail.
They have dumbed down the education process to cater to laziness.
IMHO teachers have learned to cry a lot, parents have learned to cry a lot, students have learned to cry a lot and then everyone just votes to make it easier on everyone.
