Maybe because Clinton did nothing to help the U.S. intelligence agencies during his term... leaving big gaping intelligence gathering holes. And obama did nothing the last 23 months even with intelligence agencies knowing terrorists had planned to use the cargo system to launch attacks. I know, I know... cargo companies have been balking at increased security longer than obama's presidency.... but you know how it goes.
