I want a cheap place to register a domain name (but I don't need anything hosted on it right now). Where is the cheapest place to register with? And then do I "transfer" the domain name when I want something hosted? How does that work?
 
I would stick with GoDaddy.com which is a cheap and reputable domain registrar.

Later when you do have web hosting, you DO NOT HAVE TO TRANSFER the domain, just login to GoDaddy.com and update the DNS name servers.

So if you register your domain with GoDaddy.com then switch to 7 different web hosts in 1 year, do you have to "transfer your domain" 7 times?

No, you just change the DNS name servers 7 times, that's all.
