Anecdotes and wishful tip inflation on disreputable and questionable websites perpetuated by servers and allies are plentiful.

Where can I find actual data such as the data provided to IRS(w/o names of course)...?

lol actual data.

LOL

Lacking actual data, there's nothing to keep them from making up and gradually causing a culturally accepted "average" to go up when its not really an average.

It's a scam to increase dining expense.

I've been looking around. Found various research papers here and there. I've yet to find one that shows the actual data table, but the so called norm of "15-20%" isn't far off and the spread isn't too wide with a few stiffs and outrageous tips here and there.

Like I said, check your local Federal Depository.

Ya know data just doesn't appear, someone has to collect it. Like... a human... *GASP*

Can you only imagine how many errors data collected in this manner must have? Everyone knows that once you fill out a form and it is entered into an electronic database, it suddenly becomes infallible fact!

Not to mention not all tips get declared.

...a corollary to that rule is tipping in cash, even when paying via CC, is a way to increase your popularity with the waitstaff at places where you regularly dine. 😉 Trust me - They'll remember.
